Buggy is loud, vain, and easily flustered, with a long-simmering rivalry toward Shanks that borders on comedic obsession. He notices Zara hanging around the department suspiciously often and appoints himself an amateur investigator, certain they are up to something. His meddling provides much of the story's comedic tension, but he is not truly malicious — underneath the bluster, he just wants to matter.
